
Andrew W. Carter is Managing Director of the Expert Services practice group, Board of Managers, and one of the founding partners of Ocean Tomo.
For more than 18 years Mr. Carter has focused on intellectual property infringement damages, providing damages expert witness testimony in excess of 30 times. Mr. Carter has testified in both Federal and State courts, as well as in front of the International Trade Commission. His clients cover a wide variety of industries, including industrial products, industrial machinery, numerous consumer products, electronics, telecommunications, transportation, Internet services, medical devices, pharmaceuticals, financial services, securities, casinos/gaming, and entertainment.
Mr. Carter is also active in the firm’s other practice areas, providing transaction, valuation, and IP management advice. He currently has several pending patent applications related to his work in these areas.
Before forming Ocean Tomo, Mr. Carter was one of the founding partners of Duff & Phelps Capital Partners Sale/License-Back Fund. Mr. Carter was co-head of the patent purchase and licensing aspects of the Fund. Prior to that he was a partner at the then-largest U.S. consulting firm that focused on the economic and litigation issues related to intellectual property. Mr. Carter also spent almost five years as a engineer, consulting with engineers and management at hundreds of manufacturing facilities throughout the country.
Mr. Carter is an Adjunct-Professor at the Illinois Institute of Technology and teaches a Masters level course on intellectual property management. He is also a frequent speaker on the financial, accounting, business, and legal issues related to intellectual property. He has authored over a dozen book chapters and articles on intellectual property licensing, strategy, and litigation.
Mr. Carter holds a Bachelor of Science degree in Chemical Engineering, and an MBA from the University of Chicago’s Graduate School of Business. He is a Certified Public Accountant as well as a Licensed Public Accountant in the State of Illinois. Mr. Carter is Certified in Financial Forensics, and he is a Certified Licensing Professional. He is also an active member of the Licensing Executives Society, most recently as the Chairman of the Valuation and Taxation Committee.
