Dr. Alan Marco is the Chief Economist for Ocean Tomo, a part of J.S. Held, having previously served as the Chief Economist for the US Patent and Trademark Office (USPTO). He is an economist who specializes in intellectual property and innovation. He is the co-creator of the USPTO’s PatentsView, a free and open online platform for exploring and accessing high-quality patent data. While at the USPTO he co-led the Cancer Moonshot Patent Challenge as part of the White House Cancer Moonshot Task Force.
Dr. Marco is a professor of public policy at the Georgia Institute of Technology where his research and teaching focus on the intellectual property marketplace, uncertainty in intellectual property rights, patent valuation, and high-tech mergers and litigation. He has published numerous articles, reports, book chapters, and papers, as well as a TEDx talk entitled Why the patent system should look more like Indiana and less like Kentucky.
Dr. Marco has testified before Federal Trade Commission and has advised many organizations about intellectual property matters, including the National Academies of Science, the White House Office of Science and Technology Policy, the U.S. Chamber of Commerce, the Smithsonian Institution, the World Intellectual Property Organization, the IP5 Statistical Working Group, the Organization for Economic Cooperation and Development (OECD), as well as several national IP offices
Dr. Marco is affiliated with several professional organizations, including the American Economic Association, Industrial Organization Society, American Law and Economics Association, and the Society for Empirical Legal Studies.
Dr. Marco earned his Ph.D. in economics from the University of California-Berkeley and his B.A. in mathematics and economics from Skidmore College.
